Q: Would I be able to use a large 1-1/2" radius rounding bit (approx. 3-1/2" diameter) in this router, assuming it has to installed below the subbase?

Shouldn't be a problem. Do remember two things for sure - (1) the bit must extend clear of the base of the router and (2) slow the router speed way down (25,000 RPM is not safe with a bit that large; see the instruction manual for recommended speeds).

Q: Will accept half inch and 1/4 inch shanks on the bits
