Q: I have a HP Envy 17.3 inches, would it fit properly?

I have the same laptop. It fits, but it’s snug. I like it that way though so it isn’t sliding around. That being said, I have a usb wireless mouse and I have to be careful zipping up around the usb widget.

Q: Can you fit the cords in the pockets along with the 17.3” laptop?

Yes. I fit my power cord for my HP 17" laptop, a 8 ft extension cord, my old ipod and it's cord, and my portable storage drive and it's cord all in the two zippered pockets. The sleeve also has two smaller pockets without zippers. I think a phone could slip easily into one.
