No, it does not. But you can get quite large power banks such as 30,000-50,000amh for 20-30 $. A 30,000amh power bank can charge a phone around ten times on average.

It worked for United Airlines in Oct 2021 as a personal item. If the size requirements are the same, you should be ok.

The width might be tight, if it fits. My laptop is 12"x8"x1.5" and it fits with extra space.

I can’t tell you anything about the larger one. I ordered the small one based on the description and measurements. My son uses a Five Star binder for school to carry his chromebook and whatever he needs for class. This small backpack wasn’t big enough to fit that binder in.The binder isn’t much bigger in length than his chromebook. I hope that helps.
