Cant his be used with the k1178 diverter?

If you are referring to the K-11748 Rite Temp Pressure balancing valve with diverter, the Short Answer is Yes.  The K-17748 will control the shower (i.e. on and off) and set the temperature.  The diverter allows you to select Shower head or Hand Shower / Tub Spout.  If you want more options such as body sprays or other nozzles such as Rain shower etc, the you could also add the K728.  The K728 is merely a diverter and not a shower controller.  With it you can either select three outlets or two.  In my install, I used a different controller without a diverter (I think I used the K-304) and capped off the tub spout.  I ran the output from the controller to the K-728.  I also adjusted the K728 to only have two outputs (pretty simple and laid out in the instructions), my normal shower head and a handheld.  If you are looking to just have two outputs the you could probably go add it with just the K11748, however one other thing to consider is that the K728 also has a blended selection.  So if you have three outputs A, B, and C, you have 6 options A- AB- B- BC- C- CA.  If you go with the two output option then your choices are A-AB-B.  I don't think you can run both outputs with the K11748.  Sorry for the rambling but I hope that helps.

I have 2 devices to be used with a thermostatic valve and 2 volume control valves. Can this replace 2 volume control valves and shut off the water?

I would check with the  manufacturer website. When you select an item on Kohler's website there is optional equipment listed at the bottom. I would verify your purchases against Kohler's website. With that being said I am currently using this valve to control a hand shower and a rain overhead shower head. Hope this helps

No, that is a transfer valve and trim. It only controls what item (i.e. shower head, hand held shower, body sprays, additional shower head, tub spout, etc) the water goes to.
