Q: Why am i only being refunded 5$ when i bought this for 20$???

Oh no. I just bought this, this is not ok.

Q: How can I wash it? And can I use normal shampoo and conditioner?

Hello, Here are the Cleaning & Care instructions for SEIKEA ponytail extensions: 1.Brush your ponytail out before washing it. 2.Fill the sink with cold water and some synthetic wig shampoo. Do not use hot water because this will loosen the style. 3.Place the ponytail in the sink, gently agitate it to make sure the shampoo gets throughout all the ponytail, and then soak for 5 min. 4.Use clean water to rinse out all of the shampoo in the ponytail. . 5.Gently squeeze out the excess water. 6.Lay the ponytail down flat on a towel and let it air dry. 7.Wait for it to dry completely before brushing the tangles in the ponytail.Not doing so will damage your ponytail.
