Yes, this will remove a stripped T47 torx fastener. This is probably the best screw extractor set I've purchased over the years; they work very well.

Can this remove a 10mm star shaped rounded cyclinder head bolt?

If you drill your pilot hole correctly, the bolt removers will take care of the rest. I've used these several times and haven't been let down once. Well worth the money for even a use-or-two!
