I want to order this item and use my visa card , why can't I ?

I don’t know why I use mine and haven’t had any trouble.

Will this work on can that need to be puntured AND cans that reseal?

The old cans were punctured, the new cans are EPA mandated to have a Schrader valve in the top, so they do not get punctured, and no this tool kit will not work. You'll either need an adapter, or you'll need to buy to correct tool, which looks just like this but it doesn't puncture the top of the can, just presses the valve. This is great, because you can use 1/4 a can, and still have 3/4 a can left for next time.

Just had high-side connector on Harbor Freight gauges blow half way off from the car & spew new freon everywhere. Are these a better quality?

Yes these are high quality. I used them a number of times. I had no problems.
