I'm confused. Is this listing for 60 rolls or just 20?

I bought this last year (2016), and I received 60 rolls, so I bought it again for this year (2017) and only received 20. I should have looked closer at the description.

Looking for a small pack of life savers, like a 5-roll pack? Where can I find these?

As far as I know, you can only get those as part of something like a Christmas or holiday set. I’ve never seen them on just sitting on a shelf by themselves for sale like that.
