Does this provide any type of thermal break for installation on a concrete slab?

No. It’s a thick roll of plastic with these nubs that hold your cabling for underfloor heat in place. If you’re looking at installing underfloor heat, the thermal break should be below the concrete floor. So unless you know that you don’t have additional insulation below the concrete (usually some type of foam board), you don’t even need a thermal break. You want to be able to use the concrete as a heat sink to even out temperature fluctuations.

Can this product be used with NuHeat or other manufacturers heating cables?

I did. I used this underlayment with a nuheat system. I laid the mud then this underlayment then had my 10, 12 yr old daughters lay the wire for the my kitchen floor. It is identical to the other brands just cheaper. I then connected it all to the touchscreen thermostat. It is so comfortable that my daughters will sleep on the kitchen floor!
