will this wig adjust down to 21 inches

No this wig will not adjust down to 21 inches. I was very disappointed when I purchased this wig. This wig do not look like the photo at all. And this wig does not fit on my head in the correct way after trying several times to make it work. It was very disappointing for me.

If i brushed this out would it work for kurloz/gamzee makara?

That's what I tried to do, but it ended up looking kinda rediculous cause the wig is a lot bigger and poofier then it looks. Either way it's up to you. Good luck with your cosplay!
