No; this is made to fit an E46 3-Series, but you can check with Mewant directly for an E36 3-Series fitment.

Q: Do you need to cut the old wheel cover or does this just go right over the top

Just goes over the top but you will need tot clean the old one thoroughly so the double tape stick properly.

Q: Can this be used on the 08 bmw 650i non m steering wheel?

If it does not look exactly like your steering wheel, it’s not going to work. These wheels were in e46 chassis and e39 chassis and few x3 or x5
