This product is labeled as a "surge protector? however, i can't find a ul 1449 ver 5 for this product

Maybe false labeling. How many Joules of surge protection does this have? Any at all?

Not really a surge protector that I can see. It's main use is to cut power to the refrigerator or freezer during brown-outs or low voltage conditions (and high voltage conditions), something a surge protector cannot do. Brown-out is when the power grid gets overloaded and the voltage drops too low which puts lots of wear and tear on any running motors, especially compressors like are in refrigerators, freezers, and window air conditioners. When the grid voltage gets back closer to normal, this unit should keep power off for another 3 minutes because when power is disconnected from a running compressor, the pressure needs to bleed off before it is safe to turn the power back on. But that 3 minute delay is usually built into most compressors. Adding Brown-out protection is the main thing that can sometimes greatly extend the compressors life span. A compressor failure is very costly as it means your refrigerator completely stops cooling usually ruining your food and forcing you to buy a replacement refrigerator.

I have a portable a/c that keeps tripping the breaker every so often. Will this stop my ac b4 it flips the breaker? If not what can?

The device only delays power to a unit when there is a fault. Then the power is resoted after three minutes of no surges or power problems. It cannot stop a problem in another circuit - only stop supplying power for a three minute delay after the problem first occurs.  So in your case it might work as the circuit breaker might open with repeated overloads as when you restart an AC unit too soon after stopping it. You must wait three to 5 minutes before trying to restart an AC or refridge. That is what this unit accomplishes.

Question 4

Will this work for hair blowers (dyson). Nothing else willbe plugged to the outlet just this and the hair blower for short amount of time?

it'll work for anything, but if there is a power failure it won't  start up again for three minutes to prevent more..
