What are the inside measurements of this? My phone is 6.42” but 3.4” by .51” / 16.31cm by 8.64cm by 1.30cm.

No, I don't think so. They put case dimension way down = 6.1 x 3.3 x 0.5 inches ...... It is gonna be smaller than your phone on both side.

What are the inside dimensions of this case?

It fits well an Iphone XR with a plastic case.

Will my slim outer box fit into this case

I have a slim case (not otter box) and it easily fits.

I couldn’t find a case that would fit my iphone mini with my all i closed water proof case. will this work for my phone?

No it will not work. This is for a iPhone 12 Pro which is too big for your phone.
