What width is the projector shelf? i see the computer tray is 8 inches but couldn't find the other

The dimensions are 16" X 10 3/4 " for the projector shelf.

How sturdy is it? I need it for work for one- handed use, and will be outside. Can it withstand wind without falling over?

This stand is not really designed for outdoor rigorous use, it's more of an indoor lab/studio style stand. I use one in my recording studio. Outdoors in the wind would be a no-no as the wind would take it right down. You'll need a bigger, heavier stand.

Can the second shelf extend further out so that I can sit a mini tripod on it?

I’m not sure on extending it, I don’t remember, but the 2nd shelf size is about 8 x 9 3/4 I just sat my laptop on first shelf and mini projector on the 2nd
