No, The code requires you to use the same breakers as your panel. GE you use GE or breakers that are certified for that panel.

The manufacturer of my mini split specifies a “high harmonic” gfci breaker. is this a high harmonic breaker?

I'm not sure if it is but I've used this breaker on several hot tubs that required High harmonic GFCI Breakers and havnt had any issues. Just to make sure I would contact Siemens directly and ask.
