I have to admit that I'm tempted to order this product. I take C4, and have taken NO Xplode and Jack3d. Does this product get you moving and energized

Yes, it does. I've taken all of the above as well. What's different about this product is that the energy is dispensed in 2 stages, is more steady, and lasts much longer. I've been going strong up to 3 hours (weights + a long stint of cardio). After I'm done, there no big crash. It has no artificial sweeteners, flavors or colors. A bonus is that it tastes fantastic. Highly recommended.

When is the best time to take this supplement?

I work out in the morning on a fasted state so this hits me pretty fast... something like 10-20 mins. What I do is 10-15 minutes of steady-state cardio for a warmup as soon as I chug it all down, since I don't really need the "boost" during my warmup. By the time I'm done with the cardio, I start lifting and it's able to get me through my 1-1:30 hour workout. Whether I'm lifting heavy, or for volume, or doing a circuit, it really helps.
