Is the filtet too powerful for Bettas?

I'm sure for most other fish it will be fine, but it is a pretty strong filter. If you plan on keeping a betta in the tank I recommend buying a smaller, less powerful filter for it.

Where can I get the lights since they have burned out???

I once called aqueon on another tank and they sent me a new hood. I don’t think they can be replaced. It’s not a good design. I could be wrong, but they seem pretty permanent.

Where can I purchase the LED on top of the filter that flashes when it's time to change the cartridge?

That is part of all Aqueon QuietFlow HOB Filters which would be included in this kit or is available on Amazon individually. The top itself is not sold separately as it would not work on any other filter

Are the filter and heater able to be used in brackish water?

I don't use the heater, but as far as the filter, I add salt to my freshwater tanks and it works just fine.
