The description says it has a 3/8 inch female flare fitting.How is that measured?The inner threads are about 9/16" inch.

3/8'" is a reference to the hose size and accompanying fittings, if this is going on a grill in the U. S. -its a fit . Water pipe and threads are similar -An 1/8" pipe is the inside diameter (hole) the outside diameter of a 1/8" steel pipe approaches 3/8" glance at one next time your in a hardware store. I bought one of these for my 8 year old grill -5 stars- works great

Can the hose be removed from the regulator?

No the hose is not removable from the regulator, it is a single piece unit (there is no fitting to disconnect the hose from the regulator).
