It's just the boot. It's made of the type of foam kind of like a beer koozy with velcro straps. Did the trick nicely for us

Q: Does this product work on a dog’s back legs or just the front?

The boots work for both back and front paws!

Q: Can I use this on a kitten?

I'm sure that even the smallest one would be too big for a kitten. I was not impressed with the quality of this product. I sent the one I bought back.
