Can it control serato via usb?

You can use Serato Timecode USB.

Can two of these be hooked up to one controller?

The question is not clear. You can connect 2 of them to a mixer. You can connect 2 of them to a computer or a controller in MIDI mode.

Can this continuously play a cd. i don't see this feature. the numark ndx500 has a single song and continuous play feature.? thanks

No. Single song only for CD player.

If you were to connect 4 of these to a mixer would you be able to link them with a usb hub a use 1 usb stick between them?

They are only designed for 2 at a time. You would have to link 2 of them only.
