My cat has a 14" chest...what size to get?

I measured my cat's chest also and bought the small. She has slipped out of it twice! So I think I should have bought the x-small. Been too long ago to return it so.... It is a nice little harness, but make sure you put it on correctly. I think I had it on upside down the first time she escaped from it, so the next time I tried it the other way and she still got out! Good sturdy leash also.
