Are there holes in the bottom for steam to circulate?

there are no holes at the bottom. if there were all the liquid would flo out , now that would a mess, right? there are holes on the top edge of the bowls.

Are there holes on top or not? some answers say no holes. do both lids have holes in them? can i cook meat or fish in one, veggies in another?

Only one of the lids has holes, the other one does not. And yes you can cook two separate meals at the same time, i.e fish and veggies or meat and veggies. These are awesome.

Would this fit a Presto 01370 8 Qt (stove top) pressure cooker?

Yes. I am currently using mine in the 6 quart but I have both the 6 and 8 quart Presto stainless stovetops. And as you can imagine the 8 quart is taller and a touch wider than the 6 quart. My main use is rice and grains. But I've steamed Brussel sprouts in this. It functions great for steaming vegetables. While the lid has no holes for steam circulation the are not air tight. An empty pan will fill with water from the steam getting inside it. Brown rice is done in about 10 min (stove top is 45 min). These are useful accessories for Presto cookers. Love mine.
