Q: Will this work as a fuel canister vent to get rid of some of the gasoline smell?

Most likly not. It sounds like you either vent to air or you have a leak. A charcoal canister or routing back to intake will help, but usually charcoal canisters also route back to intake.

Q: Would this be a good replacement for a charcoal evap canister on a '85 monte carlo ss?

This is an oil catch can/crank case ventilation catch can. It is designed to be attached to your valve cover and collect the oil vapor that is released through the valve train due to operation of a combustion engine. It isn't set up to filter fuel particulates and recirculate them back into the engine to be burned. That is what a charcoal evap canister is designed for.
