Does the combo (brake light and tire light) come already spliced and ready to go?

What i did to install my Third brake light wheel is just remuve the spare tire and put it in the light , i bought a small box of T-tap connectors , easy ones to use , you dont even need to use wire cutters ,just remuve the 4 tork screws from the back cover of your existing third brake light and connect red on red ,black on black using the T-tap conn. I just make sure to make the connection close to my existing third brake light , so the cover will protect from rain and snow .

Will this fit a 1999 jeep wrangler tj?

Description states will Fits 2007~2017 offroad Jeep Wrangler with all 16 to 20 Inch Rim Diameter Wheels,Works with 5x5, 5x4.5, 5x5.5 inch Lug Patterns. Need to measure your bolt pattern. I slots are wide enough for the sizes mentioned.

I have a backup camera on my JK Will this still work?

It should work fine, it sits behind the spare and uses the wires from the third brake light. I cut my third brake light ‘tower’ off completely. Cut the wires and spliced in the LED ring.

Will this fit a 2013 Wrangler Unlimited Sahara?

I don't see why not. I have this installed on my 2016 jk sport. Would definitely recommend!
