Yes…slight pulling apart of the handles spring open the blades for your next cut. These are the best hand held cutters I have ever used.

Probably! It cuts as it rackets through the pipe in small increments. That said, you may have the squeeze the handles together 8 or so times (guessing) to complete the cut on 1" PVC.
