Can you use this to line a clear glass vase for centerpieces?

cut off a piece and line a glass to see if it holds up, have never wet this item

Is this fabric mesh ?

No, this is a poly mesh much is more like a thin, plastic material

If I were to make a Easter mesh wreath and wanted to use 4 colors would 1 roll of each color be enough?

Absolutely. I purchased one roll of the deco mesh, and another roll of tulle for a Christmas (snowman) wreath, and it was enough for a 20" wreath with no problem.
