Q: Are these jeans finished at the bottom

It depends on which pair you buy. If they are unfinished in the picture they will be unfinished when you purchase. I bought 3 pair and they were identical to the pictures.

Q: I am 5'51/2 and weight is 165..if i want jeans to fit at the ankle what size and legth should i get

Hard to say, I normally wear a 6 [5'5.5"/113lbs but they were too big, so I bought a 4 and they are still too big. Their sizing is way off I need a 2 at most in these jeans. So size down at least one size.
