No it doesn’t but because of the iPhone 14 Pro Max’s dynamic island, a cutout isn’t needed.

Does that blue frame stay after installation? or is it part of protective film that’s removed?

The tempered glass is almost unnoticeable if installed correctly. The renders for the product does make screen protector stick out but it’s hard visible.
