It seems to be a sealed unit, thus i don't think one could add or substitute gel packs. I am not aware of any availability.

Q: What is the point of putting it in the plastic bag to freeze? It says lay flat in bag but bag is too small. Do you have to use bag?

I think the purpose of the bag is to possibly keep the ice pack from drying out. A freezer works by taking the moisture out of the air just like an air conditioner works. I fold mine in half and put it in the bag. I'm thinking that when they say to lay it flat they don't want you to bunch it up in the bag. Hope this helps.
