Yes provided it was "framed all round" rather like you would frame glass, should be ok. But for cats I would suggest something like a one inch chicken wire. This mesh is more to keep out flies and mice.

I don't think so. It is not very strong and rips quite easily. I thought it would have been more robust but was disappointed.
