I'm planning to use this to create some Wargaming scenery. Is the sheet one block of polystyrene or is it made of compressed polystyrene balls?

EPS is expanded polystyrene as in “balls” if you’re looking for the denser type you should look for exps or extruded polystyrene often in blue or pink or newer product is black

i am lucking for somethning to help to keep the fish from the cold in a wood fish pond in the winter ? wolud this help

Having a fish pond in my garden for some years I have never lost a fish to the cold weather, fish will naturally go to and stay at the bottom of the pond. I assume your fish pond is raised the ploystrene you will have to use will have to be very thick and you make no mention of the top of your pond where most of any heat will escape. Wood is a natural insulater so I do think you will be wasting your time, you must ensure you have an area of your pond that is at least 3 feet deep to protect your fish during cold weather.

Is it heat resistant enough that it Can be used behind radiators

I personally would not use it behind a radiator, I don't think it would catch fire but I would feel uneasy having it there. Contact your nearest fire station they will give you the correct info.
