Can I use this on my Surface 3 (not pro)?

Looks like the surface 3 supports the mini display port. So the other thing you need to consider is the monitor. Will yours support vga connection. Mine did so it worked fine for me

Can I use this to turn my surface pro 4 into a third monitor for my pc?

In my experience, it only works to connect a mini display port source to a vga reciever. So I don’t think it would work to turn the surface into an extra monitor for another computer. It would work to connect an external monitor to the surface though.
