does it remove paint from wall tiles

Yes it does but I wouldn't recommend deliberate use as it can (depending on the type of tile) take off the gloss finish of the tile & stain your grout green. I find a window paint scraper works great on tiles or wire wool.

Can you use on laminate floor?

Not sure. I used it too remove varnish on the facing's of my kitchen doors.

Can this remove minor paint spills on wooden window sills and skirting

if paint spills have gone onto another painted aeria it will remove that as well ok mick

Needing to remove paint from a door to help it close but should I get this or a plane?

depends how thick the paint is on the door, if the paint is really thick then this may do the job but if there is only a thin layer of paint then i would suggest using a plane.
