do you still need to by a 'driver' or does this work directly with the led roll?

It depends what's on the end of the end of the LED lights. If you have 2 wires running of the lights then you need the adapter which comes with this power supply. Its really easy to do. If you have a plug on the LED's then the adapter isn't needed. This will onLy work on one colour lights.

I have a solar water fountain what transformer do I need for it?

If you have a solar powered fountain you should not need a power supply.

I've bought 20ft of led lights but it's to long for most places so I was wondering can u cut them down and use

If the lights are intended for a 12 volt supply they are probably best left alone, as the wiring is not straight forward. LED voltage is typically 2 volts if all units are in parallel.
