Hello, does this watch have a step tracker/counter?

No, there is no step tracker on this model.

Why if its Radio controlled is the accuracy ony +/- 15 seconds a month ?

The +/- 15 second accuracy per month is the accuracy of the watch if it is not corrected by the daily time signal. My watch has received the time signal every day with the exception of when I was on holiday on a cruise ship out at sea. When the watch is corrected every 24 hours by the signal, the maximum error in time should never be more than about half a second.
