Can you buy refills for these, and if so where?

I do declare that you can buy them. I have seen them on Amazon (albeit a while back) but in my opinion you are better off buying another pen. The refills aew probably as expensive as the pens!

0.4 mm or 1mm as it says both in the write up ?

I've bought these (in blue) on more than one occasion and have never noticed that! My ones have 1.0 stamped on them which I take to mean 1mm. When I write with them it doesn't look particularly 'skinny' so my guess would be that it is actually 1mm and not 0.4mm. Sorry I can't be any more help.
