It can be used on most surfaces but if it is a metal frame you may be better getting a scratch paint

Assuming you get the same colour as your wall, no it isn't as this is a very shiny paint marker. However, if you were wanting to get a contrasting colour to say draw something, then perhaps it might work. I don't think it is a good idea though

Would this work for plastic shoes?

It does work well. Its permanent. If it is to mark kids shoes it may go off with time but would just need to rewrite it on top.

Can this be used on a car dashboard

I wouldn't use it on a dashboard as it is for exterior use and gives off string smell
