No. I put my laptop in it but there is no padding at the bottom of the bag so it's not safe for one

are the straps durable and able to support heavy things (i.e. textbooks, etc.) or would they rip?

I have used this for a trip to Norway , in the snow during a massive snowstorm that lasted days. I had cameras , maps , water bottles and heavy stuff. I was surprised the backpack it's still in great condition , waterproof , really for this price You can't get any better. Only thing I miss with this is the strap on the waist Overall is a great travel and everyday companion

does this bag have a chest strap

As other people have stated, it doesn't have a chest strap, but if you can scavenge some nylon strapping and a plastic snap buckle you can easily make your own, I did. It works fine.

Would this hold enough clothes for a week?

I very much doubt it. I would say even for a weekend this bag is too small. A bigger hold-all would be more suitable
