Only the skirt
Picture is deceptive as it appears to be a full dress tutu, whereas it is only the skirt part. It’s quite a stiff material but the waist is stretchy so would fit an average sized child of many ages. My 7 year old has plenty of room. Overall the tutu skirt and head band are cute and as long as you can match with the top it’s a lovely costume.

Not quite as pictured
Just be aware that you're getting the skirt and the wings, not the top. Also suggest sewing the straps to the wings on because the velcro doesn't hold it.
