Would these be sufficient for popcorn?

Yes, I think so depending on how much popcorn you wanted. When I lay the bag flat the top opening measures 7 inches across (so 14 inches circumference) and the length from top to the bottom tip is 15 inches. You wouldn't be able to put very much popcorn in the very tip. Hope this helps.

Are these made from the very clear, crispy cellophane...or are they more of a plastic like baggies are made of-- that is not totally clear?

They're very clear and more like cellophane but not crispy allowing them to be filled easily. My guests filled them to the very top and the held up very well.

No they did not have ties included

How many ounces (dry) does a bag hold?

I use for flavored nuts and I think you could probably put at least 2 cups in. I put in less and cut off some of the top.
