A: Not really. They are for sea fishing and in rivers I would only use one lure not a string.

yes you can cas them with a weight on the bottom

A: Yes shad work great for pollock from the boat that's where I use them i use squid and rag/lug from rocks never tried the shad from rocks but think they would work on same principle from boat as we fish them from long dropper from main line so they are really just floating about.
