Does this remove the brown in the water from wood tannins?

I don't think so no. It makes fine particles clump together making them easier to be filtered out hence clearing the water. Wood tannins is a colouration so will have to be gradually reduced with water changes. Tannins are not harmful though.

Can this be used with or instead of aqua pure balls?

it can be used with pure balls accu-clear is a water polisher and can be used in all freshwater tanks
