They're glue sheets for your finished puzzle. If you want to hang your puzzle & use it as a picture. The tabs are your hangers.

Q: Do the legs fold flat enough for the table to be used when the legs aren’t needed?

This was a gift for my kids. When they took it out of the box, it looked pretty flat to me. There is a slight height to it because the legs are folded underneath.

Q: Can this be stored vertical with out the puzzle getting messed up?

No, I wouldn't advise it. That's why I said you need a good space to store it.
