Can this be inflated by blowing it up manually?

Yes it can but it takes some doing! I wasn't very impressed with the product as it burst / deflated after 3 days

Is there a hole in the bottom to dip your feet in the water?

No there's not. It's a bit of clear plastic. I got caught out on it too.

Is the first picture, showing two chairs, intentionally misleading? I thought i was getting a two pack, and looking at the comments I'm not alone!

They send you one item and it could be any colour. Kind of sad to be fair as you can’t choose the what colour you want
