This is a great product for regular cleaning, but you are going to need a more drastic solution. Yes, it COULD help, but not with a severe water stain. What I would suspect you to need to do is to thoroughly cleanse the cloth with a substantial amount of water and detergent. Your cloth is most likely a wool/nylon blend. So long as you use something that is wool-safe, you should be fine. Consider a steam cleaner or an upholstery cleaner. Simple shampoo might work well for you. But, when it gets down to it, it was water that caused your problem, and it will take water to fix it. I hope you find this helpful!

Not likely. balls can create friction burns, and this product will not fix friction burns.
