Can you connectr clip to metal plate & discharge emf voltage over ac outlet? can you get electrocuted by lightning travel up ground as no resistance?

I have the impression that once lightning is grounded it doesn't want to go back out of the ground

No, the metal one that goes into the round hole of the plug is the actual grounding part. The black plastic parts underneath it help keep it in place in the plug and keeps you from accidently putting something into the active electricity slots. The black knobs on the opposite side are just something to use as a gripper to unplug it. I hope that helps.

Perfect for my basic laptop upgrades and repairs. The grounding plug fits securely into a power outlet, with the grounding wire and anti-static wrist strap wire firmly fitting into it after removing the supplied alligator clips from one end of the wires. I clipped the other end of the grounding wire with the other supplied alligator clip to my metal work table. And used the connected wrist strap to dissipate any static while handling the electronic components. A detailed explanation was also included, instructing the purpose and differences of the grounding wire and ant-static wrist strap resistance, and how they can be tested. Very helpful information for a novice like myself.
