it can be used underwater and takes 24 to 48 hours to cure

Q: Does this product eventually dry hard or remain flexible?

my application in place about 2 months has remained somewhat flexible. no, it's not a hard finish nor intended to be as i read it. it looks like a good product so far and will be what i expect it to be.

Q: can I used it to cover cracks in the wall?

Yes but you must Stir it good with a hard puddy knife Once it’s soft it’s spreadable

Q: Can this be sanded after it dries so the finished surface is smooth?

Yes it can be sanded but you will have to do a good deal of sanding if you add a lot of layers. I would recommend that a person would try to smooth it as much as possible before it dries.
