Q: does this come with a charging unit and cable

Hi Mr. Checkley, no it does not have a charging cable but a good set of batteries last a long time.

Q: Why does it state rechargeable then show batteries on photo

Unfortunately, it is NOT rechargeable. You need 2 x AA batteries. I suggest the reference to rechargeable is an error. Hope this helps.

it is a decent shaver but it's like most shavers and will not do a very good job of the neck.

Mine still looks like new. As for razor rash, this is probably something that varies from person to person. I haven't had any issues but then again I haven't had a problem with any other shaver. Overall it is possibly the best shaver I have owned.
