Are these legs compatible with an ikea desk table?

Yes, these will work with an IKEA top if you use screws of the correct length. I used these legs with an longer IKEA panel to make a countertop above my washer and dryer.

Can you add wheels to these legs?

I think you could add some lightweight castors. The bottom feet screw in and out to be adjustable -- so you can level it on an uneven floor surface. If the wheel screws were the same size, i don't see why it wouldn't work.
