Q: Will this fit aquaclear 50, 30 & 20 HOB series?

I am not sure but my Aquaeon has a smaller pickup pipe than my 29 gal tall aquarium does. Even though the hole looks small I have to use a rubber band to seal it at the top on the small pickup pipe on the Aquaeon smaller power filter. I am about 98% sure it would fit on your power filters mentioned. I hope someone else can give you a 100% yes they will fit.

Q: Will this fit a fluval c4 hob filter?

It fits over the tubing perfectly on my fluval, but too small to fit over anything else.

Q: Will this fit small aqua tech filter?

I am not sure about your filter tube diameter. What I can say is our 10 tank has an Aqueon filter and the Golden Pearl pre-filter sponge roll was a loose fit. So, I bought a pack of very small rubber bands and used 1 of those to wrap at the "top" of the sponge roll, high enough to not block any water inlet openings. It is a hassle, but it does fit without falling off.
